Keep in mind that the taser training is more-or-less completely controlled by Taser International. So each and every one of these ugly and obviously-evil incidents is being conducted by an officer that has undergone a complete regime of Taser-mandated training conducted by Taser-certified trainers.

And in spite of more-recent denials, Taser has even provided draft Usage Policies. These polices are based on the false belief that tasers are essentially 'perfectly safe' from the point of view of internal risk factors such as cardiac effects. Even the most rabid right-wing law-and-order wing-nut doesn't cling to this insanity about the exact level of safety. But Taser does ("Safer than Tylenol").

Their fingerprints are all over this issue. Much of the root cause of the misuse, overuse, and abuse can be traced back to Taser themselves. They deserve to be bankrupted by lawsuits (Failure to Warn to start) and I really hope that the senior management and advisers of this evil company eventually get to spend some time in jail in reward for their long-term program of skillfully manipulating the 'science' and 'assumed truth' about the risk factors.
